As global regulations on cosmetic safety become increasingly strict, the EU's RAPEX (now renamed Safety Gate) system continues to issue notifications on non-compliant products. In the first half of 2025, cosmetic products remain a key focus of these notifications, with issues ranging from the addition of prohibited ingredients, excessive levels of restricted ingredients, microbial contamination to non-compliant label information.
As of June 24, 2025, the European Union has reported a total of 995 cases of non-compliant cosmetics. Among them, Italy, Hungary, the Czech Republic and Sweden were the countries with the highest number of reported non-compliant cosmetics. Italy alone reported as many as 735 products, accounting for over 70% of the total reported quantity, ranking first.
As of June 24, 2025, according to the data on EU cosmetic violation notifications, the main reason for product violations was 'containing prohibited substances'. Among the reported violations of cosmetic products, the number of products that illegally added prohibited substances reached 963. Among them, the number of products that illegally added the prohibited substance 2-(4-tert-butylbenzyl)丙醛 (BMHCA) alone was 897, far exceeding other reasons.
As of June 24, 2025, among the reported products, the perfume category accounted for as high as 39.60%, far exceeding other categories and becoming the product with the largest number of reports. Other reported cosmetics included skin care products (21.4%), hair care products (excluding shampoo) (14.5%), cleaning products (14.5%), deodorant products (6.5%), and so on.
