On January 24, 2025, the European Commission further revised the 'Manual on Peripheral Cosmetics', clearly defining the criteria for identifying 'vial or ampoule products': If a product in a vial or ampoule has cosmetic functions such as cleaning, adding fragrance, or changing appearance, and is not used for injection, such a product can be classified as a cosmetic.
